Art. 1 Place and data
The CLUB DE AUTOMOVILES SPORT (CAS), affiliated to F.I.V.A., organizes a regular international event for historic cars, registered properly in F.I.V.A. calendar and in the Campeonato Argentino Sport Histórico of ACA, called “1000 MILLAS SPORT DE LA REPUBLICA ARGENTINA”, which will be held through the roads of Argentinean province of Rio Negro and , Neuquén, during the days  November 22, 23, 24, and 25,  2023.

Art. 3 Route
The event will start and finish in Bariloche (Río Negro). The complete route is of about 1305 km, subdivided in the following stages:

:: November 23rd: Llao Llao - Circuito Chico - Circunvalación - Dina Huapi - Villa La Angostura – Reserva Natural - Camino de los 7 lagos- Paso Cardenal Samore – El Santuario - Villa La Angostura – Dina Huapi – Colonia Suiza- Llao Llao

:: November 24th: Llao Llao - Bariloche - Villa Lanquin - Confluencia – Alicura – Junin de los Andes – San Martin de Los Andes - Camino de los 7 Lagos - Villa la Angostura - Bariloche - Llao Llao.

:: November 25th: Llao Llao - Circuito Chico - Cerro Catedral – Brazo Huemul – Los Juncos - Baqueanos - Cerro Catedral - Llao Llao.

Art. 4 Accepted Vehicles
The following vehicles, registered for normal traffic with proper documents and register, or other acceptable traffic licenses and having an insurance covering the participation in these regularity events, can be accepted in the event:
- Category C: cars made before 31-12-1930
- Category D: cars made between 1-1-1931 and 31-12-1945
- Category E: cars made between 1-1-1946 and 31-12-1960
- Category F: cars made between 1-1-1961 and 31-12-1970
- Category G: cars made between 1-1-1971 and the limit established by the FIVA.
Art. 5 Authorization Certificate
All the cars must have the passport released by the F.I.V.A.

Art. 6 Competitors and Drivers
A group formed by a driver and co driver, as a maximum, is allowed for each vehicle, both having their standard driving license, in case both of them would drive.

Art. 7 Inscription

For organizational purposes, the maximum number of cars allowed to participate is 100. Only such entries whose details in the registration form are complete, for which the required documentation has been received, and the amount of the cost has been paid in full at the closing date, will be considered. Entries will be accepted until October 7, 2023. The selection criteria for participating cars will give priority to vehicles homologated in the ACA's list of "Historic Sports Cars" and among them, those that are older and/or have a special historical interest at the discretion of the organizing committee, whose determination is final.
The organizer may limit the number of cars per category following the criteria stated in the previous paragraph.



Art. 8 Advertising
Non-official advertising of the rally on the vehicles is strictly forbidden. The names of the driver and copilot may appear only once on each side of the vehicle. Letters will have maximum height of 10 cm and be placed inside a 10 cm x 40 cm rectangle. Any other form of advertising not expressly authorized by F.I.V.A. may not appear on the vehicle.
The Organizing Committee reserves the right to reject any participation and registration to the event of any car having some kind of non-authorized advertising. Such rejection will be decided at the discretion of the Organizer and may not be appealed

Art. 9 Technical Control
The cars must be presented to the technical inspectors in their original condition, in a perfect state of working and appearance.
If just one of these conditions is not observed, the car will not be accepted to the event. This decision cannot be appealed and will be taken by the officers after listening the opinion of the technical inspectors. Any element protruding the limits of the bodywork, not planned by the producer, having the purpose of visualizing the chronometric survey.
The cars must observe the necessary rules or elements to be able to drive and they must have only the tires approved for standard use. In any case, the “slick” tires are forbidden.

Art. 10 Start
The warnings for the start of the event and for the area of special tests are given individually with the car stopped. Start and turn on the motor. Then, the following warnings spoken loud:

-20 seconds; -10 seconds; -5 seconds; -Start!
The last five minutes are counted one by one. If a competitor, already being under the orders of the start, cannot depart, it will be allowed to be pushed to start (under strict control of the race officer) with a maximum delay of 15 seconds. The competitor who doesn’t start in his established order, can start his clock and depart without passing through the start gate up to 30 minutes after the last car. The competitors will depart with a 30 seconds interval between each car.

Art. 11 Time and distance instruments
The use of measurement instruments is not subject to restriction of any type.

Art. 12 Sorting
It is strictly forbidden to pass over the organization car identified with number 0.
The competitors whose car number is comprised between 1-40 will not be allowed to pass over the organization car identified as “0”.

Between 31-60, over the vehicle identified as “30”.


Art. 13 Service I
The competitors whose breakdown services will pass over other competitors in the areas which are not paved surface will be penalized. As well, the competitors whose services will pass over other competitors in the control prime areas will be also penalized.

Art. 14 Service II
There will not be a service park.

Art. 15 Reorganization point
There will not be a reorganization point.

Art. 16 Maximum time
A competitor will be considered out of the maximum time permitted:
If he passes through a control prime, whatever it is, with a delay of 15 minutes or more than his own theoretical time of passage.

Art. 17 Particular rules
For the rules concerning the road, competition numbers, signs for officers, signs for service with starting list, control primes, stamp controls, secret controls, road signs, punishments, insurance, informative letters, please refer to the Rules of F.I.V.A. It will not be used the "Parc Fermè" neither during the event nor after it.

Art. 18 Drivers behaviors

During all the race, the drivers must observe strictly all the rules of the Traffic Code, drive carefully and follow all the instructions given by the Event Director. It is strictly forbidden leaning out of the car while it is in movement.

Art. 20 Arrival

The arrival of the race will be for car number 1::

- November 23rd 4:45 pm at Llao Llao Hotel
- November 24th 7:00 pm at Llao Llao Hotel
- November 25th 3:30 pm at Llao Llao Hotel

Art. 21 Classification
The results will be divided in:
- Categories
- General results

Art. 22 Pubblication of results
The results will be published at 10.00 p.m. of November 25, 2023  
at LLao LLao ´s Lobby.

Art. 23 Prizes

The following honorific prizes will be given::
- To the first, second and third position in each category.
- To the ten first classified in the general results list.
- To CAS associated which will get the best classification: Challenger Cup "LORY BARRA".
- Fairplay Cup
- Better performance index.
- Racing teams.
- Luciano Viaro”  for the Best Foreign  Tripulation.
Racing Teams 1000 MILLAS 2023

They must be made up of a minimum of 2 and a maximum of 5 competitors. Each competitor in a Team has been assigned a Handicap.
Handicap: 20. Average according to Priority Drivers of Automóvil Club Argentino (ACA). Given a competitor whose average of Priority Drivers is higher than 20 or not included in Priority Drivers List it will be assigned a maximum of 20. In this case the handicap for that competitor will be 0 (20-20).
The maximum score for a team is the result of the score average for each competitor. The score for a given competitor during a race is obtained in this way: Driver’s score A + Average got in the race + Handicap.
The winning team will be the one who gets the lowest score.

Example:

According to Priority Drivers: Driver A: Level 5; Driver B: Level 12; Driver C: Level 3; Driver D: Level 16; Driver E: Level 8.
Team 1: Driver A (Handicap 15); Driver B (Handicap 8)
Team 2: Driver C (Handicap 17); Driver D (Handicap 4); Driver E (Handicap 12).

Race result: Driver A: Average: 4,5; Driver B: 13,2; Driver C: 3,6; Driver D: 14,4; Driver E: 7,4.
Team 1: (Driver A + Driver B) / 2 = ((4,5 + 15) + (13,2 + 8) / 2 = 20,35
Team 2: (Driver C + Driver D + Driver E) / 3 = ((3,6 + 17) + (14,4 + 4) + (7,4 + 12)) / 3 = 19,47
Winner: Team 2

Art. 24 Complaints
All the complaints must be presented in writing and with a deposit of U$S 300. The deposit will be refunded just if the complaint turns out to be justified.
Pay attention to the following:
- Any complaint about the validity of an inscription, the qualification of competitors, competitors, drivers or vehicles must be presented not after 1 (one) hour of the end of technical revision before the event.
- Any complaint about the way in which the groups or classes are formed must be presented within 1 (one) hour of his publication.
- Any complaint about an error or an irregularity in the results list must be presented within 15 (fifteen) minutes of the publication of the results approved by the Officers.

Art. 25 General Rules
At the moment of the inscription, the competitor:
- Declares to know and undertakes to respect the present rules, which is in order to the General Rules of Regularity of Historic Sport of CDA of ACA, which at last resort is the valid one.
- Recognizes the F.I.V.A. as the only competent juridical authority.
- As a consequence, declines the right to address an arbitrary court or other juridical authority regarding questions resulting of the acting of organizers or wit the development of the event.
- Considers the CLUB DE AUTOMOVILES SPORT (CAS), the organizers, all the event officers, as well as the owners of the road and routes where the events takes place, free of all responsibility of any damage caused by third parties to competitors, drivers, passengers, employees, and vice versa.
- The Road Map has the purpose of locating the route of the race, not having any sportive function.

PENALTIES

Stamp Controls (C.S.)
The Stamp Controls will be located along the road to control that drivers observe the established road.
We clarify that the Stamp Controls will have personal times for each driver. It is penalized with 300 points against the driver for each minute or fraction drive forward, regarding the specified time, this is confirmed in the own road cards. In each control point, this driver receives an official stamp in this card.

Top penalty: Exclusion

Secret Controls
Along the road there will be secret controls that will be located to control that speed limit media is observed. The time of Secret Controls will be taken by minutes.
Penalization method:
For a competitor that gets past late
Punishment: 0 (zero) points

For a competitor that gets past less than five minutes before, on a basis of a theoretical time limit
Punishment: 0 (zero) points

For a competitor that gets past five to ten minutes before, on a basis of a theoretical time limit.

Punishment: 100 points against.
For a competitor that gets past the control more than ten minutes before, based on a theoretical time limit.
Punishment: 300 points against.

The competitors who, in front of the secret control, will not observe the top speed limit in that place, will be also penalized.
Punishment: 300 points against.
Timetable Controls (C.H)
The Timetable Controls will be located along the road in order to give penalties points to the drivers. The time of Timetable Controls will be taken in hundredths of second.
The competitors will have to wait out of the control area the time they wish before getting past by it in the established time.
The drivers will receive the following penalties points:

T. C. for each centesimal of second more or less than the theoretical time given for each control.
Punishment: One point against.

Top Penalty
Punishment: 100 points against
Getting past with more than 15 minutes of delay to the theoretical time given for each control.
Punishment: Exclusion.

Nobody can stop within 50/100 meters before the control line.
Punishment: 100 points against.
Signs:
It is forbidden to stop within 50/100 meters of the line.

Control line: (red background)


Ability trials (P.C.)
The Ability trials will be located along the route in order to give each competitor the penalty points. The time of ability trials will be taken in hundredths of second.
The competitors must wait out of the control area the time they want before getting past it, and inside the area just the time needed for the control.
The drivers will receive the following penalty points:

For each hundredth of second more or less than the theoretical time given for each control
Punishment: 1 point against.

Top Penalty
Punishment: 100 points against

Getting past more than 15 minutes after the own theoretical pass time
Punishment: Exclusion

Nobody can stop within 50/100 meters before the control line.
Punishment: 100 points against.
Signs

It is forbidden to stop within 50/100 meters the control line (yellow background)
Control line: end of Skill Test, no stop (red background)
Once finished the Ability trials, the competitors should continue driving, you should not stop your car.

The following will be excluded from classification:
A) Competitors not having their competition number
B) Competitors not following the established route
C) Competitors arriving to a T. C; C.H.; C.S. or secret of P.P.I., with a delay of more than 30 minutes of their OWN THEORETICAL TIME.
D) Competitors not getting past a time control (C.H; C.S .P.C. and PPI).
An exception may be granted to a driver who due to technical reasons has lost a time control or passage control (which may be secret) during a stage. He can be accepted for the following stage (day) with a penalty of 100 points per each lost control plus a fine of 500 points, provided that within 30 minutes of the publication of the classification corresponding to said stage, the participant notifies in writing the Test Director of his intention to continue participating in the event. Each case will be assessed by the Test Direction. This exception is not applicable to the last stage of the event.
E) Competitors having removed the advertisement of Official Sponsors.
F) Competitors not showing their license number.
G) Competitors having lost or falsified their road cards.
H) Competitors not behaving correctly regarding other competitors, as established by Race Officers, who cannot be discussed.
I) Competitors having broken the Traffic Rules Code.
J) Competitors having been towed in any part of the route, during the tests or in the linking parts.
K) Competitors getting past a control in the wrong direction.
L) Leaning out of the car in movement deserves the top penalty in each control, including exclusion.
M) Participants whose mechanical assistance vehicles overtake other competitors in areas forbidden by article 13 will be penalized, from a warning to exclusion.

CLASSIFICATION
The final classification will be completed as follows:
General Classification

Classification in Categories:

- Category C: cars made before 31-12-1930
- Category D: cars made between 1-1-1931 and 31-12-1945
- Category E: cars made between 1-1-1946 and 31-12-1960
- Category F: cars made between 1-1-1961 and 31-12-1970
- Category G: cars made between 1-1-1971 and the limit established by the FIVA.

The overall winner of the "1000 Millas Sport de la República Argentina 2023" will be the competitor having the lowest number of penalty points, after disregarding the test with the highest penalty from the first and second stage (1 in each stage). There are no disregards for the third stage.

At the end of the addition of the points against for each driver, this score will be multiplied by the specific coefficient for each car.
The coefficient for each car will be given by the year of production of the car. All vehicles built prior to 1-1-1931, irrespective of the date in which they were actually manufactured, will be considered as having been manufactured in 1930. Thus penalty points will be calculated by multiplying penalties by 1.30.

For example, a car from 1950 will have a coefficient of 1.50, which will be multiplied for the points against gained by each driver.
In the general classification, in case two or more cars would get the same score, the winner will be the more antique car.
